Lakeside received bids for Phase 1 of the street project on March 28. These bids were reviewed by Contractors Design Engineering of Norwalk, The Streets and Drainage Advisory Task Force (SDA), and Fred Seling, Lakeside’s Project manager. All three groups recommended the Lakeside Association Board authorize entering into a contract with Precision Paving, Inc. of Milan, the low bidder, at a contract price of $1,448,449.25. Phase 1 work includes removing the top 3” of the existing pavement (milling) and applying 3” of new asphalt (filling). Streets included in Phase 1 are the north-south streets from Poplar through Laurel, plus the east-west streets in that area and the 100 block of Oak. Some drainage work will be completed on parts of Jasmine Avenue, but no milling and filling will be completed there. The 100 block of Peach is not included as work was completed here previously. Areas of the existing pavement that are in poor condition have been identified by Contractors Design Engineering and shown in the plans. These areas will have the bad pavement layers removed down to the base and then rebuilt. Areas needing this additional work have been included in the project plans, but we expect additional FDR areas will be discovered after the milling is completed. These additional areas will also be rebuilt, which will result in additional cost because this work is not included in the base bid. Adequate funding is on hand to pay for the base bid and any unanticipated FDR for Phase 1. |
Additional Key Information:
- An inverted crown will not be used because the streets are too narrow for the required construction equipment. The 100 block of Oak will have an inverted crown due to their specific drainage issues.
- The milling and filling will match the elevations of the outside edges of pavement with a straight line connecting the two edges.
- The south edge of pavement on Second, Third, and Fourth will be paved level with the sidewalks in areas where the sidewalks are adjacent to the pavement.
- There are some areas where street runoff runs to the south and not north. These areas were studied, observed in the field, and discussed with cottage owners and Local Drainage Features (LDF) will be implemented to control street-related runoff instead of removing the high spots. LDFs include French drains, 2″ high curbing, grading fixes, etc.
- New stop signs and pavement markings will be constructed.
CDE has been hired to observe the construction and document pay quantities.
We anticipate the work will be completed in the fall of 2025, but the contract permits the work to be completed between September 2, 2025, and May 1, 2026. We will work with the contractor to establish a schedule and provide periodic updates.
An extensive communications plan has been created to keep the community alerted to key project details. Meetings in the neighborhoods undergoing construction will be held throughout the 2025 summer season to provide additional details. Web alerts will continue through construction.
The cost to complete milling and filling on all remaining streets was calculated using the prices bid for Phase 1 with appropriate inflation adjustments and it was determined it would exceed available funding if the work were completed in one remaining phase. Therefore, the SDA recommends completing the remaining streets in Phase 2 (construction in fall of 2026) and Phase 3 (construction in fall of 2027). The SDA will continue work to determine which streets will be included in Phase 2 and Phase 3 this summer. Once this has been established CDE will be retained to complete plans for Phase 2.
The total cost for all streets could possibly be $500,000 – $600,000 over the original $4 million estimate for all phases. A large part of this will be the cost of additional FDR uncovered after milling.
We understand this will interrupt the normal flow of the off-season in these neighborhoods, but we will do our best to keep everyone updated and we appreciate your understanding as we complete this important Lakeside project.
